Invest in job-training programs that work

Roughly 9 million people return home from jail, and 650,000 from prison, every year. Getting and keeping a job is crucial to their ability to reenter their communities—and thus to reducing recidivism, and incarceration costs, overall. O’Malley will build on successful programs in Maryland and other states to train, place, and support those exiting the criminal justice system so they can secure employment. As president, he will work with Congress to secure additional funding for—and legislation that expands—community-based job training programs.
