Support access to higher education in prison

O’Malley will use existing funds and work with Congress to support multi-year educational and vocational training programs in correctional facilities, including providing funding for professional teachers and staff. He will also support legislation and take executive action to restore eligibility for Pell Grants for people in state and federal prison, which was eliminated in the 1994 crime bill. These investments will increase individuals’ chances of finding jobs once they’ve done their time, and decrease their chances of cycling back into prison later in life.
