Promote independence and community-based care

More than half of Americans turning 65 will develop a disability serious enough to require long-term services and supports; more than a quarter will need assistance for more than 5 years. Under O’Malley’s leadership, Maryland made use of new incentives in the Affordable Care Act to substantially expand access to home-based services to allow people to age in their own homes. O’Malley will require that the Medicare and Medicaid programs create a consistent set of incentives to encourage community-based care.
